3.9.2 OFFNET SMS

When a new message arrives voipswitch checks if there is an entry in the dialing plan, for the destination number and if the entry is pointing to the user lookup (Retail clients). If there is then the message is sent to the user. In all other cases the message is sent from voipswitch to To external provider using SMS routing plan.
